Land-use plan the state had already voided as too tight on property came back anyway

On July 21 the Planning and Zoning Board took up, for the second time, comprehensive-plan amendments that staff had to rewrite after Florida rejected the last transmittal.

The city sent a draft in November 2025. The state killed it under the 2025 law that voids any local plan change it calls more restrictive or burdensome — retroactive to August 2024. Staff came back with a version coordinated to pass that test and asked the board to recommend that the commission send it to the state again.

That is the state telling Beach planners they may not tighten the map. The rewrite exists to get past Tallahassee, not to hold the line. The board is not inventing a looser city; it is walking a file the state already threw out once.

No ordinance was on the table that night. A yes was a recommendation to transmit. The packet still has to go through commission and the state.
