4th Street paving held after one-third owner support on a $641,000 assessment job

The City Commission on April 6 left paving of the 100 block of 4th Street on hold after Engineering Director Jason Sparks reported an estimated construction cost of about $641,000.

The commission had already approved $65,000 in road impact fees in July 2025 for design. City practice is at least two-thirds owner support before building and levying a special assessment. Of six owners on eight parcels, two voted yes, two voted no, and two did not answer.

Kevin Vahey, who with his wife owns both south-side parcels, objected. Sparks said the south side’s 400 feet of frontage could mean more than $20,000 a year if the estimate were spread over five years — another line on the bill that is not the property-tax rate.

Commissioner Dylan Rumrell and Vice Mayor Virginia Morgan said they would not advance the job at one-third support. Staff were told to keep contacting the remaining owners.
